Background and Analysis:
Responding to a request from Council, in 2022 city staff developed an equity framework to be used for staff reports going before council or advisory commissions. Training on the new tool was given at the end of the year and it became a requirement to use the framework in 2023. Along with office hours and opportunities to schedule time for guidance on how to use the framework.
Later a survey was sent to everyone who had written a staff report, asking about their experiences using the framework. From that information and from one on one discussions, staff have identified several areas for improvement, both in the tool itself and the larger context of where and how it is applied.
In March the Commission received a presentation on the Equity Framework Update.
The purpose of this agenda item is to discuss the new draft equity framework for planning, and to give commissioners an opportunity to give advice and feedback.

This item is not expected to have an impact on carbon emissions.
Equity Analysis:
The equity framework and improving it will increase the city's capacity to apply an equity lens to all aspects of the city's work and support decision makers to make more informed decisions.
Community/Neighborhood Interests:
The community will benefit from city decision makers giving more consideration to who is benefitting or burdened by policy and being able to make more informed decisions.
