Whether to approve the Contract with Serj Drive-ins Realty. The Contract will allow the City to reimburse a developer the cost to upgrade City-owned stormwater infrastructure being developed on Cooper Point Road SW.

Background and Analysis:
Serj Drive-Ins Realty is developing a piece of property on Cooper Point Road SW near Haggen's Grocery. As a condition of their permit, they are required to build a new sidewalk and landscape the front of the property. Coincidentally, the City's Capital Facility Plan calls for the City to replace a stormwater pipe below the same sidewalk within the next one to three years. The City wants 150 feet of stormwater pipe replaced at the same time that Serj Drive-Ins Realty is building the new sidewalk. This is part of a larger stormwater project that is being designed in the area.
The City has an opportunity to save time and money by contracting with Serj Drive-Ins Realty to do this work on behalf of the City. Serj Drive-Ins Realty was given two options by the City. One was to install 150 feet of 48-in stormwater pipe and be reimbursed by the City. The second option was to defer the landscape and sidewalk work and pay the City in the future to do the work on their behalf.
