Background and Analysis:
On June 6, 2015, Council approved an Authorizing Resolution authorizing staff to submit a grant application to the Recreation and Conservation Office (RCO) for a Youth Athletic Field Grant (YAF) grant. The $193,223 grant application was to install synthetic turf surfacing on the infield of field #1 at Stevens Field Park. In October 2015, the RCO approved the City's grant application.

In order to obtain the grant funds, Council needs to authorize the City Manager to sign the grant agreement. The agreement has been reviewed and approved as to form by the Deputy City Attorney.

The Stevens Field Park site is owned by the Olympia School District #111 (OSD). As a prerequisite to its signing the grant agreement, the RCO required that the City obtain a long-term agreement for the City's use of the park site. At its meeting on February 2, 2016, Council executed an Inter-local Agreement with the OSD, granting the City use of the park site for 25-years.

Design for this project will begin immediately. Installation of the synthetic surface will begin in November, 2016.
