Issue:
The Planning Commission typically has an orientation / refresher meeting to review procedures on an annual basis. This orientation is optional for all Planning Commission members, but new members are encouraged to attend.

Background and Analysis:
The Planning Commission is an advisory body appointed by the City Council to provide advice and recommendations on the long-range growth and development of Olympia, including changes to the City’s Comprehensive Plan and zoning ordinance. The Commission’s activities fall into two categories:

Legislative Actions: Generally described as actions that would affect the entire community, not just an individual property owner or single piece of land. Examples include the Comprehensive Plan Update and zoning code amendments.

Quasi-Judicial Actions: Generally described as actions where the Commission is sitting “like a judge,” and being asked to make a decision that affects a single property owner or piece of land.

All Commission actions are subject to public process and records laws. Quasi-judicial actions are subject to even higher levels of scrutiny. Also, as City volunteers the Commission is subject to certain City Administrative Guidelines.

Staff will brief the Commission regarding the basic laws and procedures that govern Commission activities, including:

· City Administrative Code of Conduct
· Compliance with State and Federal Discrimination Laws
· Legislative Actions
· Quasi-Judicial Actions
· Public Participation under the Growth Management Act
· Appearance of Fairness Doctrine
· Open Public Meetings Act
· Public records and email
· Quick communication protocols

Staff will be available to answer questions following the briefing.
