Process for Establishing Registers

Staff Recommendation:
Staff recommends the secretary/chief examiner establish registers pursuant to Civil Service Rule V, Registers when the testing process has been approved by the Commission and no appeals are received pursuant to Civil Service Rule IV, Examinations, Section 9. Examination Appeals and that the Commission be notified and briefed on the outcomes of testing processes (including EEO reports) at the next meeting of the Commission.

Background:
Civil Service Rule V, Registers states the establishment, maintenance and adequacy of all registers is the responsibility of the secretary-examiner, subject to review and audit by the Commission at any time. For the last several years, the secretary-examiner has presented registers for the Commission to formally adopt prior to any subsequent action with eligible candidates on the register. In some cases, this practice results in a delay of further processing of applicants for a period of more than one month when the testing process is complete but the Commission does not meet for some period of time.
Allowing the secretary-examiner to establish registers in cases where the testing process is approved by the Commission and no appeals are received pursuant to Rule IV Examinations, 9. Examination Appeals would result in more efficient processing and hiring of applicants, especially in cases where departments have multiple vacancies.
