Recognize Jeannine Roe for her service and welcome Jessica Batemen to the LEOFF board

Background:
Jeannine Roe has served on the Board since February 2012. We would like to thank her for all her efforts on behalf of the LEOFF I members. Jessica Bateman will now serve on the LEOFF board. We would like to welcome her to the LEOFF I board.
