Background and Analysis:
The City of Olympia has received an application to place 222 Capitol Way North on the Olympia Heritage Register (Attachment 1). The applicants are Gray and Joy Graham, the owners of the building. Additional historical research, conducted by the City's Historic Preservation Officer, is provided in Attachment 2.

As the first formal stage of application review, the Heritage Review Committee will conduct a site visit to assess the property's overall condition (whether it is well or poorly maintained) and integrity (whether it retains its physical character or has changed significantly) as per OMC 18.12.080 (Attachment 3).

This meeting will not include an evaluation of the significance of the property. The Committee will determine:

1. If the property is well maintained, and

2. Which elements of integrity the property possesses, if any. These are integrity of:

* Location,
* Design,
* Setting,
* Materials, and/or
* Workmanship.

To be designated on the Register, the property needs to possess at least two (2) elements of integrity. Attachment 4 provides National Register guidance on assessing integrity.
