Background and Analysis:
The Utility Advisory Committee plays an important role annually evaluating City utility finances and recommending customer rates and general facility charges to City Council. These rates and charges are substantial and affect the affordability of Olympia housing.
Permitting and development costs imposed by the City for new development in Olympia are also appreciable. These costs, incorporating general facility charges, range from $36,000 to $39,000 per new single family home.
Community Planning and Development and Public Works Departments staff will provide the UAC with an overview of these Olympia costs as well as comparisons to Lacey and Tumwater costs.
Additionally, staff will provide a summary of the outcomes of the City’s recently completed Missing Middle planning effort. Missing Middle is focused on providing various housing types on single family lots. Small accessory dwelling units (ADUs) are a traditional application of Missing Middle principles.
