Background and Analysis:
The Department of Health (DOH) awarded the City a $3,030,000 Drinking Water State Revolving Fund (DWSRF) design and construction loan for a capital facilities project that will provide seismic retrofits to the Fir Street Reservoirs #1 and #2 and the Elliott Reservoir. The project will assess the current condition of the Fir Street Reservoirs and the Elliott Reservoir; design and construct retrofits to bring the reservoirs up to current standard seismic codes; and rehabilitate the associated McCormick Valve House. Gray & Osborne Inc. was selected through a competitive request for qualifications process to provide engineering services. This work will protect the City’s drinking water supply by mitigating the risk of the collapse of the reservoirs in an earthquake event.

Loss of any of these facilities in an earthquake would significantly jeopardize the Drinking Water Utility’s ability to supply water to the community.
Options:
1. Approve a resolution authorizing the Professional Services Agreement with Gray & Osborne Inc., in the amount of $427,000. This allows the project to move forward. The City protects the drinking water supply by mitigating risk from future earthquakes.
2. Do not approve the agreement and direct staff to advertise for a different engineering consulting firm. This would result in delays to the project and could affect use of DWSRF funds.
Financial Impact:
Drinking Water State Revolving Fund loan monies will be used to pay for this contract.
