2020 Preliminary Utility Rates and Operating Budgets

Recommended Action/UAC Deliverable:

Receive a briefing on preliminary 2020 utility rates and budget for the City’s utilities of Waste ReSources, Drinking Water, Storm and Surface Water and Wastewater

Issue:

Review 2020 preliminary utility rates and operating budget, including LOTT, Capital Facilities Plan and General Facility Charges (GFC). UAC will draft a recommendation letter to City Council Finance Committee’s review on October 16, 2019. UAC will also forward their recommendations to the City Council their budget deliberations in December.

Background and Analysis:

The Utility Advisory Committee reviews City utility finances, capital investments, and rates annually.  Staff briefed the UAC in June 2019 with a review of the draft Capital Facility Plan (CFP) and again on August 22^nd. City staff will continue the briefing on the preliminary 2020 budget and rate analysis at the UAC meeting on September 5, 2019.

Staff is providing attachments as requested by the UAC at the August 22^nd meeting.

Staff have worked with Fiscal Services to refine proposed revenue and expenditure budgets. As a result, the attachments reflect several revisions to the materials presented at the August 22^nd meeting. 

The UAC will review the 2020 utility rates and operating budget one last time at their October 2019 meeting. The UAC will draft a letter with their recommendations to the City Council after the October meeting and before Council reviews the City’s budget and utility rates in December.

Neighborhood/Community Interests:

City utilities provide essential public health services to Olympia residents.

Financial Impact:

None at this time. However, utility rates impact our community by the utility rates that customers pay.
