Background and Analysis:
Since the acceptance of the Downtown Strategy by City Council, staff has advanced the concepts for improving four downtown streets including Legion Way. On Legion Way, resurfacing, revised pavement markings, and a raised concrete intersection are planned. The City's webpage describes these projects in more detail.

The City received Washington State funding for the Legion Way Improvements Project through the Pedestrian and Bicycle Safety program. The project team is completing design of this project and construction is planned for 2020.

Public outreach conducted in 2017 and 2018 indicated support to proceed with the design concepts for the Legion Way project. A public open house was held in May 2019 to share more specific designs for the Franklin Street and Legion Way improvement projects. In 2019 and 2020, ongoing discussion with downtown business and property owners will occur. Extensive public communication is planned through the construction of both projects.
