Background and Analysis:
After several years of extensive community engagement, in 2014, City Council adopted an updated Comprehensive Plan - the goal and policy document that guides how we will grow and develop over the next 20 years. During that engagement, community members expressed a desire to know how we would implement our vision, and to be able to see the progress we were making as a community.

This led to the City's first Action Plan in 2016. The Plan was developed by a cross-departmental team. It included goals, strategies, initial actions, and community indicators to help us track our progress. While not perfect (for example, some of the community indicators do not have data), it was a significant shift towards working more intentionally across departments towards a shared community vision and using data to inform our decisions.

In 2017, the interdepartmental team published the first edition of Onward Olympia, a popular and important annual report that highlights compelling stories about progress being made toward achieving our community's vision.

In 2018, the Office of Performance and Innovation (OPI) was established in Administrative Services. OPI formally taking over leadership for the Action Plan moved this body of work out of Community Planning and Development and elevated it as a citywide initiative and priority.
