Report

Issue:

The Olympia Parks, Arts and Recreation Department (OPARD) is requesting letters of support from PRAC for four park acquisition and development grants being applied for this year, as well as one trail project.

Staff Contact:

Laura Keehan, Planning & Design Manager, OPARD, 360.570.5855

Background and Analysis:

In 2020, OPARD is applying for the following grants:

Yelm Highway Park Parcel (acquisition) - Recreation and Conservation Office (RCO) Washington Wildlife & Recreation Program (WWRP) Local Parks Category, $1,000,000

Lilly Road Neighborhood Park Parcel (acquisition) - RCO WWRP Local Parks Category, $212,500.

Kaiser Woods (acquisition & development combo) - RCO WWRP Local Parks Category, $605,000

LBA Park Field #2 Renovations (development) - RCO Youth Athletic Fields, $350,000

Additionally, the department is also supportive of a Trails category grant application for Phase 2 of the Yelm Prairie Line Trail.  Although not located in Olympia proper, this segment of bicycle/pedestrian trail would help complete the southern route of the “Cross State Trail” that will run through Thurston County. More specifics will be presented at the March 19th meeting.

Financial Impact:

Voted Utility Tax, Olympia Metropolitan Park District, Impact Fees and SEPA Mitigation Fees are available as match for all of the proposed grant applications. Should these applications be funded, OPARD will be able to leverage existing funds to implement more acquisition and development projects.
