Background and Analysis:
Recognizing the need for public swimming facilities, the 2016 Parks, Arts and Recreation Plan allocated $100,000 to conduct an Aquatic Facility Feasibility Study. In June 2019, PRAC received an update on the project and provided feedback on the Request for Qualifications (RFQ).
Earlier this year, the City received eight Statements of Qualification (SOQ) and interviewed four firms. Barker Rinker Seacat (BRS) from Denver, Colorado was selected. They bring over 30+ years of experience in aquatics design and feasibility studies, both nationally and here in Washington, and the interview panel was impressed with their creative and thoughtful approach to community engagement. Their team includes Ballard*King for recreation operations and program planning, Robert W. Droll for landscape architecture, and Water Technology Inc. for aquatic programming and engineering. Some of their local projects include Sammamish Community Aquatic Center and the Federal Way Recreation Center.
Staff met with stakeholders, local jurisdictions and interested citizens in October 2019 to discuss the scope of the RFQ. These same groups will continue to be involved throughout the process.
