Background and Analysis:
As with the rest of the nation, the City has been forced to conduct business online since the start of the public health emergency related to COVID-19. State law has authorized municipalities to adopt the use of electronic signatures for quite some time, yet the City hadn't routinely used or accepted electronic signatures across multiple departments until the pandemic. The 2020 State Legislature passed the Uniform Electronic Transaction Act (SB 6028), aligning various state statutes and allowing municipalities to determine the extent they wish to use electronic signatures and records in doing business.
