Background and Analysis:
As required by the US Department of Housing and Urban Development and the City's CDBG Consolidated Plan, the City must hold a public participation process when there is a change in a Community Development Block Grant (CDBG) project's national objective, the project fund increases more than 30 percent, or a project moves locations. Based on these requirements, the City must begin a minimum five-day public participation period (October 14, 2020 - October 20, 2020) to allow opportunity for public comment on:
* the reallocation of prior year program funds (Program Years 2014, 2019), and
* on the Change of Use of CDBG acquired property (Program Year 2015).

Council will hold three public hearings on these items on October 20, 2020.
