Background and Analysis:
Annually, the first month of the Percival Plinth Project is dedicated to a public vote to determine the winner of the Peoples’ Choice Award, which is a purchase prize. The original vote took place the month of August, but issues came up with the program used this year for the voting, which the City typically uses for surveys. In the interest of making sure the vote is straight, above board and fair, the vote was held again, during the month of October, in association with Fall Arts Month.

Public input is solicited through banners, press releases and an online vote.
Options:
1. Recommend the sculpture with the most votes to City Council for approval.
2. Make a different recommendation to City Council for approval.
3. Do not make a recommendation to City Council.
