Background and Analysis:
By law, the City is required to provide for the incarceration of those convicted of misdemeanors sentenced in its jurisdiction. The City has its 28-bed jail facility to house short-term (30-days or less) detainees and has traditionally purchased long-term jail services from other jurisdictions. Since 2011, the City has contracted jail beds from Lewis County. A new contract is needed with Lewis County for continued use of jail services

The new contract includes an increase in the rate from $68.54 per bed per day to $77.25 per bed per day. This contract also includes the ability to house inmates with "high needs" that have specific oversight needs that cannot be met at the City jail. The fee for "high needs" inmates will increase from $91.41 per bed per day to $94.15 per bed per day. The new termination date of this contract will be December 31, 2022.
