Background and Analysis:

On January 10, 2023 City Council approved the Arts Commission’s recommendation of the Martin Way & Pacific Avenue Art Crossing Concept Plan.

Since that time, the project artists have been working on the final design details per their agreement with the City:

  • Develop a final project plan, including any technical drawings and/or specifications to fully describe the project, materials, methods, and costs associated with fabrication and installation of the Artwork.
  • Determine a Scope of Work and budget allocations for Phase II.  Funds must cover design work, engineering, fabrication, transportation/delivery, identification plaque, electric wiring and fixtures for lighting the sculpture, landscape materials, insurance, artist’s fee, travel expenses and applicable taxes.
  • Consult with the City’s on call Landscape Architect if recommended or required.
  • Consult with City transportation and permitting staff if recommended or required.
  • Determine a plan for fabrication and installation of identification plaque.
  • Bring final design to Arts Commission

Climate Analysis:

The Art Crossing program can contribute to the overall City strategy of encouraging alternative transportation through enhancement of transportation corridors.

Equity Analysis:

Recognizing the Neighborhood Associations alone did not represent the diversity of the neighborhoods, additional community outreach brought additional voices to the project.

Neighborhood/Community Interests (if known):

The Olympia Northeast Neighborhood Alliance and Eastside Neighborhood Association participated in the Call for Art and the artist selection process, and along with Risen Faith and Lien Hoa communities, continued to participate and inform the concept plan.

Options:

1.                     Approve the Martin Way & Pacific Avenue Art Crossing Public Art Final Design. Project Artists will begin fabrication for planned installation in October, 2023.

2.                     Do not approve the Final Design and provide feedback to Project Artists to return to Arts Commission at a later time.

3.                     Do not approve the Final Design and end project.

Financial Impact:

Budget for the artwork is $50,000 from the Municipal Art Fund
