Update and discussion on the 2025 Sea Level Rise Collaborative Workplan.

Background and Analysis:
Staff will provide an update on the 2025 workplan items. The Committee approved the workplan during the September 6, 2024 Sea Level Rise Collaborative Executive Committee Meeting. The 2025 workplan includes the following tasks and actions by the Collaborative Partners.
* Begin work to develop a sea level rise and flood monitoring strategy.
* Begin work to develop guidelines for all SLR Collaborative members to incorporate sea level rise considerations into capital planning.
* Continue to evaluate data and resources to assess vertical land motion with the SLR Plan focus areas.
* Update the Sea Level Rise Collaborative website.
* Pursue state and federal funding (as available) to fund design, planning, and implementation of mid-term adaptation strategies.
* Evaluate costs, benefits, and feasibility of pursuing FEMA accreditation for flood protection downtown. Note: This project was added to address emerging needs and ensure that the Deschutes Estuary Restoration project is consistent with the SLR Collaborative's long-term response strategy.
Climate Analysis:
This item is not expected to impact climate mitigation strategies to reduce greenhouse gas emissions. However, the projects included within the 2025 workplan will help the Collaborative more effectively adapt to climate impacts that can no longer be avoided.
Equity Analysis:
These initiatives will provide additional data and guidance on how to fund and implement sea level rise response strategies. When appropriate, staff will consider how data collection and analysis for these work items can be designed to improve our...
