Briefing on the Safe Housing and Rental Efficiency Accelerator Pilot  
Program

Building Decarbonization Program Manager Dominic Jones shared an overview of the  
Safe Housing and Rental Efficiency (SHARE) Accelerator program. He noted that the  
program connects owners of affordable rental housing within city limits to funding,  
guidance, and resources to streamline energy efficiency as well as health and safety  
upgrades. The pilot will support 10 rental units between 2026-2029.  
Councilemembers asked clarifying questions.

Approval of a Resolution Authorizing 2026-2028 Inspire Olympia Funding  
6.B  
Inspire Olympia Program Manager Marygrace Goddu, Cultural Access Senior Program  
Specialist Amelia Layton, and Cultural Access Advisory Board Chair Melissa Meade  
provided an overview of the Cultural Access Program and its grant review process. They  
noted that 94 organizations applied for funding, with awards totaling $2.06 million to 68  
Impact Grant recipients, $2.4 million to 17 Comprehensive Grant recipients, and  
$390,000 for the Cultural Access in Olympia Public Schools (CAPS) program. The  
funding supports arts, culture, heritage, and science organizations and aligns with the  
Cultural Access Fund spending plan and program goals to expand equitable access to  
cultural opportunities.  
Councilmember Gilman noted that he must recuse himself from voting on funding for the  
Bridge Music Project, as he serves on it's board.  
Councilmembers asked clarifying questions and raised concerns regarding the funding  
process, including how organizations outside Olympia city limits are evaluated and  
whether additional recipient requirements, such as a formal code of conduct, should be  
considered. Staff indicated they will work with the Community Livability and Public Safety  
Committee to review the program and explore process improvements ahead of the next  
funding cycle.  
Councilmember Madrone moved, seconded by Councilmember Green, to  
approve the recommendations from the Community Livability and Public  
Safety Committee, knowing that the Committee has pledged to address the  
process and has heard all of the feedback and will be working with staff  
throughout the rest of the year. The motion failed by the following vote:

City Manager Burney thanked the staff of the Thurston County Food Bank for the recent  
tour of their operations. He noted that they are in need of personal hygiene product  
donations. He also thanked Armory Building Manager Valerie Roberts for the recent tour  
of the Armory construction.
