Special Recognition - Swearing-In of Police Chief Shelby Parker

City Manager Burney swore in Police Chief Shelby Parker. Chief Parker introduced her  
family and said some words in recognition of the moment.  
Councilmembers congratulated Chief Parker.

Special Recognition - Proclamation Recognizing Transgender Day of  
Visibility  
Councilmembers read a proclamation recognizing Transgender Day of Visibility.  
Co-founder of OlympiaQueerFyrd Aster Avardeen and community member Sam Kellendy  
accepted the proclamation.  
Councilmembers shared support of the Transgender community.  
The recognition was received.  
Special Recognition - Proclamation Recognizing Outgoing Members of  
City Council Appointed Advisory Bodies

City Council appointed advisory bodies. The proclamation was accepted by outgoing

Approval of the Rebecca Howard Park Development Plan

Associate Planner Sarah Giannobile presented an overview of the Rebecca Howard  
Park Development Plan. Arts, Parks and Recreation Director Sylvana Niehuser  
recommended that Rebecca Howard Park be prioritized for development before other  
parks projects.  
Coucnilmembers asked clarifying questions.  
Councilmember Berendt moved, seconded by Mayor Payne, to approve the  
Rebecca Howard Park Development Plan. The motion carried by the following  
vote:

Approval of an Ordinance Adopting a Residential Energy Performance  
Rating and Disclosure Policy

Climate Program Director Pamela Braff shared an overview of the proposed Ordinance  
adopting a Residential Energy Performance Rating and disclosure policy which is aimed  
to reduce emissions, inform buyers of energy costs, and support upgrades while keeping  
costs low and subsidizing low-income sellers.  
Councilmembers asked clarifying questions.  
Councilmember Madrone moved, seconded by Councilmember Vanderpool, to  
approve on first reading, and forward to second reading the ordinance  
adopting a Residential Energy Performance Rating and Disclosure Policy. The  
motion carried by the following vote:
