APPROVAL OF AGENDA  
Commissioner Reiko Callner moved to approve. Approval was seconded by  
Commission Chair Linda Villegas Bremer. No questions or comments. All  
voted aye. The agenda was approved.  
APPROVAL OF MINUTES  
Approval of February 17, 2026 Civil Service Commission Meeting  
Minutes  
Commissioner Reiko Callner moved to approve. Approval was seconded by  
Commission Chair Linda Villegas Bremer. No questions or comments. All  
voted aye. The February 17th minutes were approved.

PUBLIC COMMENT  
No public comment received.  
ANNOUNCEMENTS  
Telli Norton shared four (4) announcements.  
1. Shelby Parker was sworn in last Tuesday at the City Council meeting as the  
City of Olympia Police Chief.  
2. Fire Chief Matt Morris retired.  
3. Hillory Flowers has been selected as Interim Fire Chief and Chad Boulay  
has been selected as Interim Deputy Chief.  
Discussion: Reiko Callner congratulated Hillory and asked if the city has ever  
had female chiefs. Telli Norton shared that Shelby Parker is the first female  
Olympia Police Chief and Hillory Flowers shared that she is the first female to  
hold a rank of Assistant Chief or higher in Olympia Fire.  
4. Commissioner Reiko Callner has been reappointed for a 6-year term.  
Discussion: Group shared congratulations and excitement for Reiko to  
continue her work with the commission.

BUSINESS ITEMS  
Approval of Entry Level Police Officer Register  
Commissioner Reiko Callner moved to approve. Approval was seconded by  
Commissioner Oscar Soule. Telli Norton walked through the staff report and  
register. There were no questions or comments.  
All voted aye. The Entry-Level Police Officer Register was approved.  
Approval of Lateral Police Officer Register  
Commissioner Oscar Soule moved to approve. Approval was seconded by  
Commissioner Chair Linda Villegas Bremer. Telli Norton walked through the  
staff report and register.  
Discussion: Commission Chair Linda Villegas Bremer asked who the newest  
addition to the register was. Telli Norton explained that the number two (2)  
candidate is the new addition and that can be determined by looking at the  
Register Expiration column on the register.  
Discussion: Commissioner Reiko Callner asked about the gender of candidate  
one (1) on the register. Deputy Police Chief Ray Brady shared the candidate  
is male.  
All voted aye. The Lateral Police Officer Register was approved.  
Approval of Entry-Level Firefighter-Paramedic Register  
Commissioner Oscar Soule moved to approve. Approval was seconded by  
Commissioner Reiko Callner. Telli Norton walked through the staff report and  
register.  
Discussion: Telli Norton shared that Reina Pineda should not have been  
removed from the register and will be placed back on with a ranking of four  
(4).  
Discussion: Commissioner Oscar Soule asked about the increased number of  
candidates. Telli Norton explained that the application process has shifted  
away from Thurston County Medic One to applying through Public Safety  
Testing (PST) and this change reaches a larger number of applicants.  
All voted aye. The Entry-Level Firefighter-Paramedic register was approved.  
Approval of Lateral Firefighter-Paramedic Register  
Commissioner Reiko Callner moved to approve. The approval was seconded  
by Commissioner Oscar Soule. Telli Norton walked through the staff report  
and register.  
Discussion: Commission Chair Linda Villegas Bremer asked why twelve (12)  
candidates did not participate in the hiring process. Interim Fire Chief Hillory  
Flowers explained that a few of the candidate were deployed in the military  
and a few had already accepted other positions.  
All voted aye. The Lateral Firefighter/Paramedic register was approved.

OTHER TOPICS  
Commissioner Reiko Caller asked about the date of the next Civil Service  
Commission meeting. Telli Norton explained we will keep the scheduled  
meeting for April 21st, as there should be a new Entry-Level Police Officer  
register to review.
