Approval of an Ordinance Extending a Declaration of Public Health  
Emergency Related to Insufficient Supply of Affordable Housing

Housing Manager Jacinda Steltjes reviewed the ordinance extending Olympia’s  
affordable housing public health emergency declaration through June 30, 2028.  
She noted the ordinance continues six strategies intended to increase the supply of  
affordable housing for low-income households, including expedited permitting, permit  
fee assistance, infrastructure assistance, and other development support measures.  
Councilmembers asked clarifying questions.  
Councilmember Green moved, seconded by Councilmember Vanderpool, to  
approve on first reading and forward to second reading an ordinance  
extending a declaration of public health emergency related to insufficient  
supply of affordable housing. The motion carried by the following vote:

Vanderpool, Councilmember Gilman, Councilmember Green and  
Councilmember Berendt

Approval of Recommended Park Impact Fee Methodology, as  
Required by State law  
6.B  
FCS Principal John Gilarducci presented a recommendation to update to the City’s  
park impact fee methodology to comply with state law requiring impact fees to reflect  
the proportionate impact of different housing based on livable square footage. Upon  
approval of the recommendation, an Ordinance for consideration to codify the  
decision will be on a City Council agenda for approval at a later date.  
Councilmembers asked clarifying questions.  
Councilmember Madrone moved, seconded by Councilmember Vanderpool,  
to approve the Finance Committee's recommendation of the New Park  
Impact Fee Methodology, as required by State law. The motion carried by the  
following vote:

Councilmember Berendt
