Building Decarbonization Program Manager Dominic Jones shared information  
regarding the Energize Thurston heat pump and electric water heater program that  
provides access to program-exclusive discounts, instant access to rebates, and  
customer support to streamline installations of heat pump heating and cooling  
systems, and heat pump water heaters.  
Mayor Payne announced he presented a Mayoral Proclamation to Shelly Willis,  
Executive Director of the Family Education and Support Services regarding Child  
Abuse Prevention Month.

Fair Housing Center of Washington Executive Director Adria Buchanan discussed the  
services of the Fair Housing Center.  
Thurston County Realtors Government Affairs Director Christina Daniels and Board  
President Mark Kitabayashi spoke about the need for housing in communities.  
Councilmembers shared comments regarding Fair Housing Month.

Approval of a Resolution Authorizing the Sale of City Owned Real

Property Located at 900 Plum Street SE to Island Enterprises, Inc., a  
Wholly Owned Enterprise of the Squaxin Island Tribe, a Federally  
Recognized Indian Tribe  
City Manager Jay Burney shared background on the Tribal Accord, the property of  
900 Plum Street SE, and an overview of the purchase and sale agreement for the  
sale of the property.  
Squaxin Island Tribal Chairman Kris Peters spoke to the sale of the property and  
future project that will be on the property.  
Councilmembers asked clarifying questions.  
Mayor Pro Tem Hunh moved, seconded by Mayor Payne, to approve a  
resolution authorizing the sale of City owned real property located at 900  
Plum Street SE to Island Enterprises, Inc., a wholly owned enterprise of the  
Squaxin Island Tribe, a federally recognized Indian Tribe, for future  
redevelopment and authorize the City Manager to sign the purchase and sale  
agreement. The motion carried by the following vote:

Mayor Payne recessed the meeting at 7:52 p.m. He asked the Council to reconvene  
in 5 minutes for an Executive Session Pursuant to RCW 42.30.110(1)(i); to discuss  
litigation and potential litigation  
Mayor Payne reconvened the meeting at 7:57 p.m. He announced no decisions would  
be made, the meeting was expected to last no longer than 90 minutes, and the  
Council would adjourn immediately following the Executive Session. The Executive  
Session was adjourned at 9:18 p.m.The City Attorney was present at the Executive  
Session.  
The executive session was held and no decisions were made.
