Approval of the Parking and Business Improvement Area Evaluation  
Recommendations

Economic Development Director Jennica Machado and Uncommon Bridges Founding  
Partner Brian Scott presented the results of the Parking Business Improvement Area  
(PBIA) evaluation, which reviewed the program’s structure, operations, and fee  
system and identified opportunities to improve equity, sustainability, and  
administration. Phase Two will include additional planning and stakeholder  
engagement, with any proposed changes to return to Council for approval.  
Councilmembers asked clarifying questions.  
Mayor Pro Tem Hunh moved, seconded by Councilmember Madrone, to  
approve the evaluation recommendations and proceed with the roadmap  
implementation plan or "Phase Two". The motion carried by the following  
vote:

Approval of the 2026 Neighborhood Matching Grant Allocation  
6.B  
Associate Planner Brittany Gillia presented the 2026 Neighborhood Matching Grant  
recommendations. The program received 13 applications, with 11 reviewed and  
recommended for funding. Staff recommended awarding a total of $32,544 to support  
neighborhood-led projects focused on community improvements, sustainability, and  
engagement. The program also introduced updates to expand eligibility, including  
allowing informal neighborhood groups to apply.  
Councilmembers asked clarifying questions.  
Councilmember Berendt moved, seconded by Councilmember Vanderpool,  
to approve the Grant Review Team recommended Neighborhood Matching  
Grant proposals and authorize the completion of contracts for the proposals.  
The motion carried by the following vote:
