Background and Analysis:
Responding to a request from Council, in 2022 City staff developed an equity framework to be used for staff reports going before council or advisory commissions. Training on the new tool was finalized and implemented in 2023.
Since its initial launch, staff has conducted an evaluation of the framework to understand its effectiveness and ease of use. Staff have identified several areas for improvement, both in the tool itself and the larger context of where and how it is applied.
In 2024 two new equity framework tools were developed and tested. One is specifically for project planning and the other is for staff reports. Staff will share the results of the evaluation and the new frameworks with the Committee.

The equity framework and any improvements to it will increase the City’s capacity to apply an equity lens to all aspects of the City’s work and support decision makers to make more informed decisions.
