Background and Analysis:
The City Manager presented an update on the 2027 Operating Budget to City Council on Tuesday, September 15. In addition, staff presented the Preliminary Capital Facilities Plan, 2027-2032 Financial Plan, to the City Council at the same meeting. Preliminary Operating and Capital budgets include revenues from utility rates, General Facility Charges (GFCs), impact fees, and special (dedicated) revenues including: Inspire Olympia, Lodging Tax, Parking, Parking & PBIA, and Housing/Homeless Response program budgets.
Staff will present recommendations for the 2027 rates and GFCs for the City's four utilities:
• Drinking Water
• Wastewater
• Storm and Surface Water
• Waste Resources
Staff will also present recommendations for:
• Transportation Impact Fees
• Parks Impact Fees
• School Impact Fees
• Development Fees
• Lodging Tax
• Inspire Olympia
• Parking
• Parking & Business Improvement Area (PBIA)
• Housing/Homeless Response
• Parking Services
The recommended rates and fees are developed as part of the City's annual budget process and are intended to support the costs, services, programs, and capital needs associated with the respective utilities and programs. Individual presenters will provide additional information regarding the methodology, proposed changes, and financial impacts of the recommendations.
Following Finance Committee review, the recommendations will be forwarded to the full City Council for consideration as part of the 2027 budget process.

The Climate Analysis framework will be completed by staff, if applicable, for the individual work items funded by Council.
Equity Analysis:
The Equity Analysis framework will be completed, if applicable, for the individual work items funded by Council.
