Resolution Approving Six-Year Transportation Improvement Plan
Issue:
The City is required by State law to prepare a six-year Transportation Improvement Program (TIP) and submit it to the Washington State Department of Transportation (WSDOT). A Public Hearing was held on June 12, 2012. The Council received public comment to incorporate the West Bay Trail Project. The TIP has been revised to incorporate this project. A resolution adopting the 2013-2018 TIP is needed.
City Manager's Recommendation:
Move to approve the revised 2013-2018 Six-year Transportation Improvement Program (TIP) and adopt the resolution.

Background and Analysis:
Following public testimony during the June 12, 2012 TIP Public Hearing, City Council directed the staff to incorporate the West Bay Trail into the TIP.  Council requested that a revised TIP be brought back to the July 10, 2012 City Council meeting for action.  In response, staff added the following project to the TIP: "West Bay Habitat Assessment and Trail Scoping," with a total project cost of $100,000. The project will extend from Olympia's northern City limit line southward to the 4th Avenue Bridge.
City Council also directed staff to incorporate a project to install temporary water and electrical services to the moorage floats at Percival Landing into the TIP. This project is anticipated to cost $121,000. Percival Landing has three moorage floats, designated "D", "E", and "F". Temporary utilities will be installed at E float only, due to the deteriorated condition of F float, and the limited moorage space currently available at D float. These utilities will be installed on floats that are deteriorated and are scheduled to be replaced, as part of the Percival Landing Section A Phase 2 TIP project. Due to the temporary nature of this project, it will likely not rate well in grant funding programs. If grant funding is not forthcoming, Council could fund this project by reprioritizing other Park Condition Assessment and Major Maintenance (CAMMP) projects in the 2013-2018 Capital Facilities Plan (CFP).
Attachment 2 is the proposed 2013-2018 Six-year Transportation Improvement Program; and Attachment 3 is the Six-year Transportation Improvement Program Summary.
On June 5, 2012, the City received two grants from the Washington State Department of Transportation's (WSDOT) City Safety Program for the following Pedestrian Crossing Improvement Program projects.
·      Harrison Avenue Pedestrian Crossing Improvements
·      Capital Mall Drive and Alta Street Pedestrian Crossing Improvements
These two projects were previously listed in the TIP as funding planned for all phases. The City has since been advised by WSDOT that funds for preliminary engineering (PE) and construction (CN) will be available in 2012 and 2013, respectively. Therefore, PE funds will be shown as planned (P) because they do not fall within the 2013-2018 TIP time frame. The CN will be shown as funding secured (S).

Options:
1.      Approve the revised 2013-2018 TIP.
2.      Incorporate any additional City Council changes to the 2013-2018 TIP and approve.
3.      Delay approval of the TIP so that the City Council can consider deleting projects or adding projects. The City must submit an updated TIP to WSDOT by July 31, 2012, in order to prevent a delay in preparation of the regional and statewide TIPs.
Financial Impact:
The CFP establishes specific funding sources and commitments for funding of TIP projects.
