Whether to approve an Interlocal Agreement with Lacey Fire District 3 for fire training and Lacey’s use of the Mark Noble Regional Fire Training Center (MNRFTC).

Background and Analysis:

The Olympia Fire Department has set a high standard for fire training and has developed a state of the art fire training complex, the Mark Noble Regional Fire Training Center. This high standard and facility supports the department’s firefighting effort through readiness and safety training of the fire department personnel, making them a more effective in protecting the citizens of Olympia.

 

This level of training has not gone unnoticed by the local fire service and is desired by other local Fire Departments for their firefighters. Lacey Fire District 3 would like to participate in Olympia’s training program and be able to use the Olympia facility. To this end, an Interlocal Agreement has been developed by the training staff of both departments. Along with the revenue received from the Fire District, the agreement also specifies the access that the District will have to the facility.

 

The agreement was then taken to the Administrative staffs of both departments for review and then reviewed by legal counsel for both entities.

 

This Interlocal Agreement documents:

1.                     Compensation to the City

2.                     Liability coverage for Lacey personnel using the MNRFTC

3.                     Management of any future joint assets.

 

This agreement continues four (4) years of training cooperation between the City and the District.

Options:

1.                     Approve the Interlocal Agreement.

Approving this Interlocal Agreement provides benefits to both Olympia and Lacey Fire District 3 in the fire service goal of providing well trained, safe and effective firefighters for their communities. This agreement also brings revenue into the City to offset costs at the MNRFTC.

 

2.                     Do not approve the Interlocal Agreement and send it back to staff.

Not approving this Interlocal Agreement eliminates planned additional revenue that would have offset increases in the training program expenses.

 

Financial Impact:

The agreement defines revenue to the City of Olympia - Fire Department from Lacey Fire District 3 for use of the MNRFTC ($71,500 annually).
