Whether to approve staff’s recommendation to award the construction contract for the Olympia Eastside Pavement Preservation project to Doolittle Construction, LLC.

Background and Analysis:

In 2021, the City applied for a grant for the construction phase of the Olympia Eastside Pavement Preservation Project. This project will apply a chip and fog seal pavement treatment to Pacific Avenue from Phoenix Street to the east City limits with Lacey, Sleater-Kinney Road from the I-5 Bridge to Martin Way, and 4th Avenue from McCormick Street to Frederick Street. In June 2021, the Washington State Department of Transportation (WSDOT) awarded the City a National Highway System Asset Management Program grant of $1,728,000 for project construction.

 

Approval of this bid award will allow us to proceed to construction. We anticipate starting construction in mid-August and ending by September 2022.

 

Neighborhood/Community Interests (if known):

Completion of this project will have the following impacts on the community through implementation of the Least Cost Strategy for pavement preservation:

                     Applying the right treatment to the right street at the right time will prolong the pavements life cycle by using strategic maintenance and intermediate low-cost treatments.

                     This strategy allows us to defer reconstruction costs and get more value from the existing pavement.

                     Stretches the available funding for pavement preservation.

 

The community should expect delays for people driving, biking, and walking throughout the time construction is happening. The City will communicate with citizens, emergency responders, schools, Intercity Transit, and other stakeholders about the schedule and traffic impacts through Twitter, media releases, and postcards.

 

Options:

1.                     Award the construction contract to Doolittle Construction, LLC, in the amount of $1,317,312.00, and authorize the City Manager to execute the contract.

The project proceeds as planned.

2.                     Reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction until 2023. The cost may increase due to increased staff time to rebid the project. Further, additional pavement deterioration and preparation work may be required because of the delay.

 

Financial Impact:

The Olympia Eastside Pavement Preservation Project is funded as follows:

 

Federal Grant: $1,728,000

Local Match - Transportation Capital Funds: $180,000

Total Project Cost: $1,908,000
