Move to approve a Resolution authorizing the interlocal agreement and directing the City Manager to sign the Interlocal Agreement between the City of Olympia (City) and Lacey Fire District 3 for the Camp Blaze, a Fire training event for young women.

Whether to approve the Resolution authorizing the Interlocal Agreement written to address the special use of the Mark Noble Regional Fire Training Center by Lacey Fire District 3.

Background and Analysis:

Lacey Fire District 3 has an in force agreement with the City of Olympia for training time at the fire training facility. Per that agreement, Lacey can use the facility to train members of their department in all aspects of firefighting.

 

Lacey Fire District 3 is working with a concept called Camp Blaze to create a “camp” for young women, ages 14 to 19 to come and learn about firefighting as a career. The camp is led by professional firefighters, mostly female firefighters, from Lacey, Olympia and other departments around the region. The camp gives a front row seat for the young women to see firefighting and participate in activities that simulate fire ground work.

 

Lacey Fire District 3 as the sponsoring agency has all the required liability coverage for this event that includes juvenile female participants. Since this event is outside of the normal agreement that already exists for Lacey to conduct training of its members at the facility, this new agreement for August 26 and 27 has been created.

 

Lacey Fire District 3 has agreed to the terms of this agreement including liability language and having each participant sign a waiver.

Options:

1.                     Approve the Resolution authorizing the Interlocal Agreement: Accept the terms of the Interlocal Agreement and authorize the City Manager to execute the agreement.

 

2.                     Do not approve the Resolution authorizing the Interlocal Agreement and send it back to staff: The special event will not take place if the agreement is not approved.

 

Financial Impact:

None. Lacey Fire District 3 already contracts with the City of Olympia for use of the Fire Training Facility. The time that the center will be used by Lacey, August 26 and 27 is covered in the annual hours per the existing contract.
