Issue:
The current agreement with the Sand Man Foundation is due to expire in June.  This agreement extends the Sand Man's presence at Percival Landing for five years.

Background and Analysis:
In 2001, the City began support of the Sand Man through restoration funds as well as permanent moorage and public display at Percival Landing.  In return for the permanent moorage, Sand Man volunteers operate the boat as a floating museum dedicated to the maritime history of the area.  The museum is free to the public during open hours.  The boat is listed on the National Register of Historic Places (Vessels) and several state and local historical registers.  In 2014, the boat was open to the public in Olympia for a total of 442 hours and approximately 4,700 visitors signed the visitor's register.  When at various out-of-town maritime festivals are included, the total visitor count for 2014 was 7,955. More than 58,000 visitors have signed the register since Sand Man began its mission of educating the public about Olympia maritime history in September, 2005.
 
While providing a popular tourism service on the downtown waterfront, the Sand Man Foundation is sensitive to risk concerns for on-water activity.  To that end, the Sand Man Foundation maintains a $5 million dollar liability and hull insurance policy, pollution risk insurance and a sinkage bond as is required in the agreement.
 
The current agreement is due to expire on June 21, 2015.
