Background and Analysis:

The City and Thurston County have two funding agreements supporting operation of the Quince Street Tiny Home Village. The proposed amendments extend both agreements through June 30, 2027 and provide an additional $773,711 in County funding to support continued operations.

The additional funding includes $450,000 from Affordable Housing & Homeless Services (5386) and $323,711 from the Local Housing Fund (LHF). With the amendments, the Affordable Housing & Homeless Services award increases from $145,000 to $595,000, and the Local Housing Fund award increases from $295,000 to $618,711. Combined County funding increases from $440,000 to $1,213,711.

This action is primarily the acceptance of additional regional funding and extension of existing agreements so Quince Street operations can continue into 2027. Quince Street is operated as part of the City's broader homeless response system. The City's 2026-2027 funding agreement with Catholic Community Services supports operation and management of Quince Street Village through June 30, 2027.

The additional County award is regional funding assembled through Thurston County.

 

Climate Analysis:

Extending existing funding agreements allows continued operation of an existing tiny home village and does not authorize a new site or major construction. Continued use of existing facilities avoids the immediate need to create replacement interim shelter capacity. No material new climate impacts are anticipated from the agreement amendments.

 

Equity Analysis:

Quince Street provides interim housing and services for people experiencing homelessness, who often face disproportionate barriers to housing, health, transportation, and other basic needs. Extending the agreements and accepting additional regional funding supports continuity of shelter and services while residents work toward permanent housing. The amendments do not change program eligibility or service delivery requirements identified in the existing operating framework.

 

Neighborhood/Community Interests (if known):

Quince Street is an existing tiny home village and part of the regional homeless response system. The proposed amendments continue funding for existing operations rather than establishing a new use. Continued coordination among the City, Thurston County, and the village operator supports continuity and stability for residents and the surrounding community.

 

Financial Impact:

The amendments provide $773,711 in additional Thurston County funding. Affordable Housing & Homeless Services (5386) increases by $450,000, from $145,000 to $595,000. Local Housing Fund funding increases by $323,711, from $295,000 to $618,711. Combined County funding increases from $440,000 to $1,213,711. The agreements are extended through June 30, 2027.

 

Options:

1.                     Move to approve a Resolution authorizing amendments to the affordable housing and homeless services contracts with Thurston County for Funding for Operation of the Quince Street Tiny Home Village.

2.                     Move to approve, with modifications, a Resolution authorizing amendments to the affordable housing and homeless services contracts with Thurston County for Funding for Operation of the Quince Street Tiny Home Village. Changes may require additional negotiation with Thurston County, legal review, and could delay receipt or use of the additional funding.

3.                     Do not approve the Resolution. The City would not accept the additional $773,711 through these amendments or extend the agreements as proposed, creating a funding gap for continued Quince Street operations.
