Background and Analysis:
The 2027 preliminary operating and capital budgets include revenues and expenses for special (dedicated) revenue programs, including Lodging Tax, Inspire Olympia, Parking & Business Improvement Area (PBIA), and Housing/Homeless Response.
Finance Director Michael Githens presented the 2027 operating budget and balancing position to City Council on September 15. In addition, Associate Planner Casey Schaufler presented the Preliminary Capital Facilities Plan, 2027-2032, during the same meeting. On October 1, the Preliminary Operating was published and available for review.
The proposed 2027 special (dedicated) revenues program budgets were reviewed by the Finance Committee on September 21.
The purpose of this agenda item is to present the City Council with the proposed 2027 special (dedicated) revenue budgets. The presentation will include recommended budgets for Loding Tax, Inspire Olympia, PBIA, and Housing/Homeless Response.
Updates will be provided of any preliminary to final changes as the City Manager finalizes budget recommendations.
