Background and Analysis:
Certain types of new development in the City are charged impact fees in accordance with RCW 82.02 and Chapter 15.04 of the Olympia Municipal Code. Impact fees are intended to ensure that new growth pays a proportionate share of the cost of new facilities needed to serve the new development.
The North Thurston School District requested the City to begin assessing impact fees for all new single and multifamily developments. City staff coordinated with the District to prepare Ordinance 7337, which was approved by the City Council on October 18, 2022. The Ordinance amended Chapter 15.04 of the Olympia Municipal Code and added North Thurston School District so that impact fees can be assessed to new developments located in the District’s boundary. The Ordinance also provided that the City and District would enter into an Interlocal Agreement to memorialize the manner in which the City and the District will work together to administer the impact fee program. The City and District intend to enter into this Agreement pursuant to and in accordance with the Washington State Interlocal Cooperation Act, Chapter 39.34 RCW.

Permit fee costs are of strong interest to community members interested in developing within the City of Olympia.
Options:
1. Approve the Resolution. This authorizes the Interlocal Agreement between the City and North Thurston School District that outlines the process for implementing the School Impact Fee Program.
2. Modify the Resolution or Interlocal Agreement.
3. Do not approve the Resolution.
Financial Impact:
There is no direct financial impact of the Resolution or Agreement. Duties and responsibilities are set forth in the Agreement to implement the impact fee program established in Ordinance 7337. Impact fees will be charged to new single family and multifamily residential developments located in the City and within the boundary of the North Thurston School District beginning January 1, 2023.
