Provide feedback and direction on the proposed Public Finance Seminar and next steps for engaging City Council and the Community in the request for proposals process.

Issue:
The Moving Forward with CRA (Attachment 4) document, approved by City Council at its November 3, 2014 meeting, included developing a request for proposals (RFP) for City Council review and approval part of this process included conducting a public finance seminar. Staff needs committee feedback and direction on the public finance seminar and next steps for engaging the Council and the Community in the RFP process.

Background and Analysis:
At the March 5, 2015 Community and Economic Revitalization Committee (CERC) meeting the Committee reviewed the attached Policy Memorandum. (Attachment 1) This document included an outline for the Public Finance Seminar and a Gantt Chart that identified key milestones in the Committee's work plan. Additionally the Committee reviewed a draft Committee work plan. Staff made some revisions based on the Committee's comments at the meeting on the 5th and suggested that a Council committee a substantial block of time such as a Saturday morning or an evening where an extended status review of the RFP process and discussion about next steps in the CRA process can take place. A copy of the City Council approved work plan is attached. (Attachment 3)
Next steps include (a draft updated timeline is included as part of Attachment 2):
· NDC conduct a Community Redevelopment Finance Symposium
· RFP/Q drafted and released
· Conduct Respondent Conference
· RFP/Q proposal(s) selected
· Development of CRA Plan and developer agreements
· Adopt CRA Plan and developer agreements
Options:
1. Review the Policy Memorandum and provide feedback and direction to staff and the consultant team on the public finance seminar and next steps in the CRA process.
2. Review the Policy Memorandum and refer it to a future Committee agenda for further review and deliberation.
Financial Impact:
The work proposed herein is within the project scope and budget.
