Background and Analysis:
City Prosecution staff needs to move from the Justice Center site due to the recent sale of the Justice Center property. To accommodate the relocation, improvements are required to secure office space on the second floor of City Hall.
The City executed a professional services agreement with KMB Architects to develop construction documents, assist with bidding, conduct construction contract administration and complete construction close out services for the second floor improvements.
The project includes tenant improvements to a portion of the second floor of City Hall, including enclosing an existing open office area and creating individual offices, a conference room, restroom, and staff breakroom. The project also includes modifications to the heating, ventilation, and air conditioning (HVAC), fire alarm, fire sprinkler, electrical, and lighting systems.
The City advertised the project and opened bids on July 28, 2026. Construct, Inc., of Tumwater, Washington, submitted the lowest responsive and responsible bid. Staff recommends awarding the construction contract to Construct, Inc.
Climate Analysis:
This project consists of tenant improvements within the existing City Hall building to accommodate the relocation of City Prosecution staff. The work involves interior renovations and upgrades to existing building systems and does not expand the building footprint or increase operational capacity. As such, the project is not expected to result in significant changes to greenhouse gas emissions or long-term energy consumption. Where practical, the project will incorporate energy-efficient lighting and mechanical system improvements consistent with applicable building and energy codes.
Equity Analysis:
This project will provide secure, functional, and accessible office space for City Prosecution staff following the relocation from the Justice Center. The project does not change the level of public access to prosecution services or affect the delivery of those services. By ensuring staff have an appropriate and secure work environment within City Hall, the project supports the continued equitable delivery of court services to all community members.

Options:

2. Reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction. The cost to construct the project may increase. Staff will need to negotiate a time extension to allow Prosecution staff to stay at the Justice Center property.
