Background and Analysis:
Olympia City Council adopted the Boulevard Road Corridor Study on April 18, 2006.  The Study made several recommendations to improve safety for pedestrians and motorists traveling the Boulevard Road Corridor.  The roundabout at Boulevard Road and 22nd Avenue is one of those safety improvements the City plans to construct in 2014.  The right-of-way and utility easement acquisition phase of the project is underway and is scheduled to be finished this fall.  
 
The Boulevard Road and 22nd Avenue Roundabout project will eliminate all reasonable access to the Freemantle property located at 2117 Boulevard Road SE. A portion of the property will be dedicated as right-of-way and the remainder will serve as a storm water pond for the project area. The Freemantle property to be acquired consists of a rambler style single family residence of approximately 1,750 square feet on a residential lot of approximately 17,292 square feet. Staff has been working through the negotiations and relocation process with the Freemantles for several months. The Freemantle's have signed the Purchase and Sale Agreement and are eager to move forward with their relocation.
 
Neighborhood/Community Interests (if known):
The Boulevard Road Study reflects the community's expectations for this major north-south corridor.  Property acquisition consistent with this study is an important step in carrying out the project as planned to meet vehicle, bicycle and pedestrian needs.
Options:
1.      Approve the "Freemantle" property acquisition located at 2117 Boulevard Road SE, as part of the Boulevard Road and 22nd Avenue Roundabout project, and authorize the City Manager to execute all necessary closing and relocation documents related to the acquisition.
a.      Will allow the project to move forward as planned.
b.      Is consistent with the project that has been discussed with the neighborhood.
c.      Implements the Boulevard Road Corridor Study recommendations.
2.      Do not approve the acquisition.
a.      Would require a redesign of the project route and renegotiation of necessary right-of-way with additional property owners.
b.      Would delay the project indefinitely and increase the total project cost.
Financial Impact:
The City used a formal appraisal and review appraisal process to establish the purchase price for this property acquisition. The table in Attachment 4 summarizes the property acquisition costs.  This project is funded by City funds and a grant from the Federal Highway Administration. The budget includes funding to purchase all necessary property.
