Background and Analysis:

McAllister Easement

Puget Sound Energy (PSE) has designed a pole/wire replacement and upgrade project along SR510, adjacent to the City-owned McAllister Springs property, to improve system reliability in the area. PSE will be replacing some of the poles and lengthening some anchors to the circuit to boost reliability in the area. When PSE replaces the poles they will need to meet Washington State Department of Transportation (WSDOT) control zone guidelines, which will cause some poles to be placed further away from the edge of pavement creating wire overhang on City property.

 

PSE has requested an easement area as depicted on the PSE exhibits. PSE will compensate the City $2,006 for the easement area and $4,392 for the timber to be removed in the area. Total compensation to the City will be $6,398.

 

Otis Street

CenturyLink plans to install an underground phone line within the Otis Street SE right of way, crossing City owned property at the northern end of Otis Street SE.  The easement will allow CenturyLink to provide service for the Hilton Hotel, currently under construction southeasterly of the intersection of I-5 and Henderson Boulevard.

 

CenturyLink has requested an easement area as depicted on the CenturyLink exhibit. In exchange for the easement, CenturyLink will compensate the City $1,500.

 

Easement values are based on assessed and appraised land values.

Options:

1.                     Approve the granting of utility easements in favor of Puget Sound Energy and CenturyLink, and authorize the City Manager to execute all necessary easement documents.

a.                     Will allow both the PSE and CenturyLink projects to move forward as planned.

b.                     City receives revenue for the easements.

 

2.                     Do not approve the granting of easements.

a.                     Will stop the projects.

b.                     Could affect PSE and CenturyLink’s ability to provide service.

 

Financial Impact:

If approved the City receives compensation from PSE and CenturyLink totaling $7898.
