Background and Analysis:
The background and analysis have not changed from first reading to second reading.
To change the budget the Council must approve a new ordinance amending the budget. Generally, budgetary amendments are made quarterly. On occasion a budget change needs to be made between the quarterly updates and a separate ordinance will come before the Council. These ordinances do not officially amend the budget ordinance, but does provide authorization to expend funds. The attached ordinance reflects ordinances which may have been adopted relating to the budget since the last quarterly update, and other proposed changes to the budget.
No ordinances were passed since the adoption of ordinance 6925 relating to the 2014 Capital Budget.
Budget Items Not Previously Presented to the Council:
1) Appropriation of $40,503 for the Condition Assessment and Major maintenance Program (Parks). Funding is provided from an insurance settlement for tree cutting and damage to Mission Creek Park.
2) Appropriation of $10,000 for hazard trees associated with the 18th Avenue Sidewalk Project. Fund is provided by a transfer of existing budgeted fund within the General Fund, Community Planning and Development Department.
3) Re-alignment of funding resources for the Olympia Woodland Trail & Chehalis Western Trail, Hub Junction Project and the 22nd Avenue/Eastside Street Sidewalk Project. A grant originally planned for the Hub Junction Project will be used for the Sidewalk Project and voted utility tax funds originally planned for the Sidewalk Project will be used for the Hub Junction Project. No additional appropriations are needed at this time.

Options:
1) Approve ordinance amending ordinance 6925 and authorized the re-allocation of funding resources of the Olympia Woodland Trail & Chehalis Western Trail, Hub Junction Project, and the 22nd Avenue/Eastside Street Sidewalk Project.
2) Do not approve the amending ordinance or re-allocation of budget. The budget items would not be authorized.
Financial Impact:
Total increase in appropriations is $50,503. The sources of funding of these appropriations are noted above.
