Background and Analysis:
The Washington State Parks and Recreation Department ("State Parks") has offered to enter into an agreement with the City to provide funds for operation of the City's boating safety program (Harbor Patrol) from July 1, 2012 through June 30, 2013.  The agreement calls for State Parks to reimburse the City for services including vessel inspections, boating safety education, marine patrol and enforcement of boating laws.  The funding is based on a reimbursement model, and the Police Department expects that all of the available funds will be utilized during the course of the agreement.  
 
The Police Department's Harbor Patrol has performed marine law enforcement and boating safety tasks for the City for more than 25 years, and it is currently staffed by more than 30 community volunteers.  Other than for administration and supervision provided by the Police Department's Patrol Division, the Harbor Patrol  currently relies entirely on the funds provided by State Parks for its support.  The funding provided by this agreement is essential to continued operation of the program.    
The City Attorney's office has reviewed the agreement and approved it as to form.

Options:
Option 1:  Approve and authorize the Mayor to sign the 2012-2013 boating safety program intergovernmental agreement with the Washington State Parks and Recreation Department. This would permit the City to continue to enforce marine laws and conduct boater safety and boater education activities and would allow the continued operation of a valuable community volunteer program.  
 
Option 2:  Do not approve the 2012-2013 boating safety program intergovernmental agreement with the Washington State Parks and Recreation Department. This option would require the City to discontinue the Harbor Patrol program.  Without the Harbor Patrol program, the City's ability to enforce marine laws and conduct boater safety and education activities would be eliminated.  In addition, a very successful, long-standing community volunteer effort to be discontinued.
