Move to approve the Amendment to Interagency Agreement with the Department of Enterprise Services ("DES") and authorize the Mayor to sign the agreement, which allows staff to provide the necessary funding authorization to DES to perform an investment grade audit on the Fire Station Headquarters.

Background and Analysis:
The City entered into an Interagency Agreement ("IAA") with Washington State Department of Enterprise Services in August 2014 to provide management services for energy and utility conservation projects and energy monitoring services on behalf of the City.  The Agreement allows the City to pursue energy efficiency projects using DES' project management services.  
 
This Amendment allows the City to pursue an energy audit at the Fire Station Headquarters.  The audit is estimated to cost $3,505 and will identify energy conservation project recommendations with detailed cost information.  This audit is important because the HVAC system has started to fail and needs immediate repair. An energy efficient and cost effective HVAC system replacement recommendation will be included in the audit report.  If approved, the audit will be completed by the end of December with recommendations to staff by January.
 
The Amendment will incorporate non-discrimination language to make it consistent with the current statute and add language allowing the City Manager to authorize future amendments to the Agreement consist with City Code.

Options:
1.      Move to approve the Amendment to the Interagency Agreement with DES and authorize the Mayor to sign.  Using DES' services is the quickest and most cost-effective way to complete energy savings projects. Approving the Amendment allows staff to perform the energy audit at the Fire Station Headquarters.
 
2.      Do not approve the Amendment to the Interagency Agreement with DES.  City staff does not have the necessary expertise and capacity to perform the energy audit and manage energy savings projects.  In order to implement an energy project at the Fire Station Headquarters, the City would need to hire outside expertise. This would take additional staff time and increase the cost.
 
Financial Impact:
Approving the Amendment to the Interagency Agreement does not have a significant financial impact. The audit cost is $3,505 to complete and it will allow the City to evaluate future energy projects at the Fire Station Headquarters facility.
