Background and Analysis:
In 2023, the City applied for a grant for the Pacific, State, and 4th Avenue Chip Seal Project. This project will apply a chip and fog seal pavement treatment to Pacific/State Avenue from Phoenix Street to Central Street and 4th Avenue from Plum Street to McCormick Street. In January 2024, the Washington State Department of Transportation (WSDOT) awarded the City a National Highway System Asset Management Program grant of $1,240,000.
In order to begin construction in 2025, the City needs to approve and execute the federal grant documents to obligate the funds for the design phase of the project. The grant includes $110,000 for design of the project and $1,130,000 for construction. Olympia’s Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $350,000 shall be presented to the City Council for approval prior to execution by the City Manager. This action will authorize the City Manager to obligate the design funds and the subsequent construction funds once the project is ready to be constructed.
Climate Analysis:
The chip and fog seals, as well as the plastic striping, make our streets safer. This could encourage more people to walk and bike, which can reduce greenhouse gas emissions. The pavement preservation also extends the life of the pavement reducing the amount of construction materials needed in the long run.
Equity Analysis:
The chip and fog seals, as well as the plastic striping, make our streets safer. Safer streets mean more people have mobility choices, especially greater ability to walk and bike, which is important for those who can’t drive due to ability or cost.
Neighborhood/Community Interests (if known):
Completion of this project will have the following impacts on the community through implementation of the Least Cost Strategy for pavement preservation:
• Applying the right treatment to the right street at the right time will prolong the pavements life cycle by using strategic maintenance and intermediate low-cost treatments.
• This strategy allows us to defer reconstruction costs and get more value from the existing pavement.
• Stretches the available funding for pavement preservation.
Financial Impact:
The Pacific, State, and 4th Chip Seal Project is funded as follows:
Federal Grant $1,240,000
Local Match - Transportation Capital Funds $110,000
Total Project Cost $1,350,000
Options:
1. Approve the Resolution authorizing the City Manager to accept grant funds and execute all documents for the Pacific, State, and 4th Avenue Chip Seal Project. The project will proceed as planned.
2. Direct staff to make modifications to the proposed Resolution. The project will proceed as planned.
3. Do not approve the proposed Resolution. The City will not proceed with the project and will reject grant funds.
