Move to approve the Barlow, Clinton, JKF Properties, McLaine, Neal, Osborne, Saenz, Zeeb and City of Olympia property and easement acquisitions necessary to complete the Boulevard Road and 22nd Avenue Roundabout project, and authorize the City Manager to execute all necessary closing and easement documents related to the acquisitions.

Background and Analysis:
Olympia City Council adopted the Boulevard Road Corridor Study on April 18, 2006. The Study made several recommendations to improve safety along the Corridor. The roundabout at Boulevard Road and 22nd Avenue is one of those safety improvements. The City is on schedule to build the roundabout starting in 2014. Before construction can start, the right-of-way and utility easement acquisitions needs to be finished by this fall.
 
Staff has been negotiating with property owners for several months. The owners have accepted the City's offers and signed the right-of-way dedication deeds and utility easements.
 
Neighborhood/Community Interests (if known):
The Boulevard Road Study reflects the community's expectations for this major north-south corridor. Property acquisition consistent with this study is an important step in carrying out the project as planned to meet vehicle, bicycle, and pedestrian needs.
 
We worked with all property owners in accordance with federal, state and City guidelines throughout the acquisition process. The parcels were evaluated by an independent licensed appraiser to establish the fair-market value for the offers.
 
Options:
1.      Approve the Barlow, Clinton, JKF Properties, McLaine, Neal, Osborne, Saenz, Zeeb and City of Olympia property and easement acquisitions necessary to complete the Boulevard Road and 22nd Avenue Roundabout project, and authorize the City Manager to execute all necessary closing and easement documents related to the acquisitions.
a.      Will allow the project to move forward as planned.
b.      Is consistent with the project that has been discussed with the neighborhood.
c.      Implements the Boulevard Road Corridor Study recommendations.
 
2.      Do not approve the acquisition of property and easements.
a.      Would require redesign of the project and acquisition of necessary right-of-way from additional property owners.
b.      Would delay the project indefinitely and increase the total project cost.
 
 
Financial Impact:
The City used a formal appraisal and review appraisal process to establish the purchase price for property and easement acquisition. The attached table summarizes the property and easement acquisition costs.
This project is funded by City funds and a grant from the Federal Highway Administration.
 
The estimated budget is sufficient to purchase all necessary property and utility easements.
