Recommended Action
Arts Commission Recommendation:
Install a pedestal at the NW corner of City Hall to host a purchased sculpture selected through the Percival Landing Project People's Choice Award process for year-long exhibition starting in June 2014.
 
Committee Recommendation:
General Government committee reviewed the proposal outlined below from the Art Commission and recommended it be moved to Consent Calendar, with the understanding it will be a three-year pilot.
 
City Manager's Recommendation:
Move to approve placement of a pedestal at the NW corner of City Hall to host a purchased sculpture selected through the Percival Landing Project People's Choice Award process for year-long exhibition starting in June 2014.  Project will be a three-year pilot with Arts Commission and Council review at the end of the pilot project.

Background and Analysis:
At the July 16, 2013 General Government meeting, Arts Commission Chair Trent Hart shared the Commission's proposal developed in response to Council referral to select one sculpture from the Plinth Project for installation at City Hall.
 
The Commission recommends placing the Peoples' Choice winner from the 2013/14 Percival Plinth Project and subsequent exhibitions in front of City Hall for the year following selection, on a concrete pedestal to be built for that purpose.  After one year, the new People's Choice winner will be installed there, and the former selection moved to a permanent location in the community.
 
The General Government Committee indicated support for the proposal and suggested a three-year pilot for the City Hall exhibitions.  The committee also asked staff to research any potential pedestrian and traffic safety issues regarding the proposed location at the NW corner of City Hall.  Transportation staff member Lee Keech was contacted and presented the attached mock-up of what such an installation would look like.  Mr. Keech noted the proposed location was not cause for concern in general, and asked to participate in the specific siting of the pedestal, pending Council approval.

This project builds on the community vote component of the People Choice Award for yearly purchase of sculpture from the annual exhibition along Percival Landing.
 
Options:
1.      Approve to install a pedestal at the NW corner of City Hall to host purchased sculpture selected through the Percival Landing Project People's Choice Award process for year-long exhibition starting in June 2014.  Project will be a three-year pilot.
2.      Do not approve to install a pedestal at the NW corner of City Hall to host purchased sculpture selected through the Percival Landing Project People's Choice Award process for year-long exhibition starting in June 2014.
 
Financial Impact:
There is sufficient money in the Municipal Art Fund for the recommended purpose.  Council previously set a limit of $10,000 for the People's Choice purchase.
