Draft Program Year 2012 Community Development Block Grant Annual Action & Consolidated Plan Amendment
Issue:
The Draft Annual Action Plan for CDBG funding for Program Year 2012 (September 1, 2012 - August 31, 2012) proposes $551,500 in federal funding for the "Family Support Center: Smith Building Family Housing Units" project.

Background and Analysis:
Each year, the Council develops a Community Development Block Grant (CDBG) Annual Action Plan that identifies the specific activities to be undertaken with CDBG funding.  This single-year Action Plan is the final year in the three-year CDBG Consolidated Plan.
 
The CDBG Request for Proposals was released on March 19, 2012 and the City received four (4) proposals by the deadline of May 7, 2012 (see attachment 3 - Descriptive Matrix of Proposals).  Attached are materials that provide more details and analysis on each of the four proposals.  
 
On May 22, 2012, the Council initially chose the following proposal to insert in the CDBG Annual Action Plan:
 
Family Support Center
"Family Shelter & Affordable Housing Project"
Request:  $551,500 plus the City's Smith Building at 837 - 7th Avenue SE, Olympia
Proposal Summary:
a)      Provide 32 beds of emergency family shelter; and
b)      Provide 28 beds of permanent housing for families.

The draft CDBG Annual Action Plan is available for public comment from June 1 through July 2, 2012.  Council will consider the public testimony and make a final decision on July 10, 2012.  The final DRAFT CDBG Annual Action Plan should be submitted to HUD by July 15, 2012.  
 
The DRAFT CDBG Action Plan proposes funding for a singular capital (bricks and mortar) project to address community needs as defined in the City's CDBG Consolidated Plan; the County's 10-Year Plan to Reduce Homelessness; the City Council's 2012 Goals; and, other identified criteria (see attachment 4 - Proposal Preview Matrix and Staff Ranking).  
 
Neighborhood/Community Interests (if known):
The comment period to hear about neighborhood and community interests is open through July 2, 2012.
 
Options:
1.      Hold a public hearing on the 2012 Community Development Block Grant Annual Action Plan. No other viable option as the public hearing was noticed and is a part of the Action Plan process.
 
Financial Impact:
$709,649 total CDBG funds available for Program Year 2012, of which $551,500 is proposed for the Family Support Center's Smith Building Family Housing Units Project.
