Background and Analysis:

The City and Island Enterprises have entered into a 180-day exclusive negotiation agreement (ENA) for the City owned property at 900 SE Plum St.

Island Enterprises is the Economic Development arm of the Squaxin Island Tribe. The mission of Island Enterprises Incorporated (IEI) is dedicated to the development, acquisition, and/or attraction of economic ventures that will enable the Squaxin Island Tribe to realize its dream of self-sufficiency and self-governance.

The ENA outlines commitments that both parties will make concerning this property most notably the intention that at the end of the agreement timeline both parties will present a mutually agreeable purchase and sale agreement to their respective decision-making bodies.

The ENA states that the City will not negotiate with any other parties for the sale or long-term use of the property for the duration of the agreement and that Island Enterprises commits to developing project concepts and draft visuals of project scenarios.

The property is most notably referred to as the Lee Creighton Justice Center housing the Olympia Municipal Court and was the former City Hall prior to its move to its new location in 2012.

The property also was home to the Olympia City Jail which was closed in 2022 with the City contracting with the Nisqually Jail to provide services.

The Squaxin Island Tribe and the City of Olympia entered into an accord in 2021 reaffirming their shared commitment to achieve mutual goals through improved relationship between their sovereign governments. This accord identified multiple commitments and shared objectives and specifically identified the committed action to “coordinate and cooperate to support economic and infrastructure opportunities.”

Island Enterprise has no definitive plans for the property at this time and is in the earliest stages of exploring what is feasible for the site.

Climate Analysis:

This effort is in its earliest stage so there is effectively no project or proposal to conduct a climate analysis on but the Accord signed in 2021 does state the following shared objectives held by both governments: “Coordinate and cooperate to support economic and infrastructure opportunities, protect natural resources, and respond to climate change”.

Equity Analysis:

Island Enterprises Incorporated’s mission is deeply rooted in creating and advancing the economic opportunity for Squaxin Island Tribal members and the City of Olympia has shared this objective through the signing of the 2021 Accord.

Neighborhood/Community Interests (if known):

At this time this is an exploratory agreement between the City and Island Enterprises. It is not a commitment to sell or develop the property but rather to explore potential opportunities.

Options:

1.                     Receive the briefing.

2.                     Do not receive the briefing.

3.                     Receive the briefing at another time.

Financial Impact:

This exploratory agreement does not have any immediate financial impacts but there will be financial considerations that may be identified as part of this 180 day exploratory process.
