With the proposed update to the Olympia Municipal Code, the Public Works Director and the City Clerk may designate representatives to act on their behalf, ensuring smooth operations in their respective departments during an absence.
For the Public Works Director, having a designee is crucial to maintain efficiency within the department. Having a designee allow for the effective delegation of responsibilities and workload management during the Public Works Director's absence. The designee can make critical decisions, oversee ongoing projects, and address urgent matters, ensuring continuity and preventing disruptions to essential public works services.
Similarly, the City benefits significantly from having a designated representative who can act on behalf of the City Clerk in their absence. As per RCW 5.44.090, the City Clerk is required to sign off on all City Council ordinances and resolutions, attesting to their accuracy and validity, before they can come into effect.
Delays in this attestation process can postpone the adoption of the City's budget, changes to the Olympia Municipal Code, updates to the City's Unified Development Code, revisions to fees charged by the City, and the finalization of street vacations.
