Issue:
In order for the City to continue exploring energy savings through our current Energy Service Company (ESCO), we need to extend our current Interagency Agreement beyond the December 31, 2012, end date.
 
City Manager's Recommendation:
Move to approve and authorize the Mayor to sign the attached Interagency Agreement with DES for Energy Savings Performance Contracting.

Background and Analysis:   
Energy Savings Performance Contracting is a method of implementing improvements to our infrastructure and using the resulting savings from energy costs to pay for part or all of the improvements. Savings can be from electricity, gas, water, wastewater, or solid waste disposal.
The City has been successful in completing the work identified in our current contract. This work included having an ESCO complete an audit of 13 City-owned buildings, 7 parks, and the shooting range and training center. Over $200,000 in annual resource savings were identified, including electrical, natural gas, and water use savings. Improvements made include retrofitting and replacing all old lighting systems (in buildings); replacing the single-pass domestic water cooling system with a new chiller, and upgrading HVAC (heating, ventilation and air conditioning) controls at several buildings.
We are now in the process of exploring the feasibility of converting our street lighting systems to more energy efficient systems, such as LED (Light Emitting Diode) or other lower energy technologies. In order for us to continue with our current ESCO in this endeavor, we need to extend our current Interagency Agreement beyond the December 31, 2012, end date. The amendment extends the contract completion date to December 31, 2015. This extension does not commit the City to a future contract. Any new projects will come back to the City Council for approval. The original Agreement is attached for your reference.

Options:
1.      Move to approve and authorize the Mayor to sign the Interagency Agreement with the Washington State Department of Enterprise Services.
2.      Do not execute the attached Interagency Agreement with the Washington State Department of Enterprise Services.
 
Financial Impact:
There is no financial impact to the City, as a result of extending the completion date of this contract. If a new project evolves, as a result of our work with the ESCO on identifying energy savings through conversion of our street lighting systems, staff will come back to the City Council for formal approval to proceed.
